Here in frosty roads (even in summer) is pretty common to have emergency lights on when braking, is there known way to remove this annoying hazard light function by OBD2 tools?

No. There is no option to disable that function on YA Eclipse cross

We do not have that spec in the UK to my knowledge, just normal stoplights showing when braking.. We have a separate switch to press should you require to indicate a road hazard of some kind. .
Not sure which country you are in, but it could be a construction and use regulation requirement, issued by the Government of the country.
