On my 2019 SEL fuse 7 is for the accessory (lighter) socket in the front and that does only energize with the ignition on. However, #23 is the accessory socket of the back seat passengers and that is always on in my car. I will point out that this does vary depending on where in the world you are and different regulations about safety. It's worth a shot, though.

In Australia the rear power outlet is accessories on only but I appreciate the info,
I had my lightbulb moment, fuse 14 is rear brake (stop) feed, obviously it's always on, problem solved!
