how do i retract the rear parkbrake actuators so i can replace the brake pads?

A ratchet type spreader is the easiest. eBay has the tool for the job:

I tried that on both sides and they would not compress i was thinking maybe it would have to be in service mode

Electric handbrake? or lever type?

OK. Didn't twig that you were talking about the rear electric parking brake. Here is the method to enter maintenance mode for the rear brakes with electronic hand brake when you don't have the M.U.T.-IIISE diagnostic tool:
