Looks like the residual glue from a set of weather shields. You can remove this with kerosine on a cloth and rub gently to soften and then wipe off the leftover 3M adhesive. I've used this method on my EC when removing and replacing a chrome side mirror cover that was damaged by a large rock.

I'm talking about silicone under a nickel strip that was damaged by a washing machine
